Former Fine Gael justice minister Ms Nora Owen failed to tell an internal party inquiry about a IR500 donation she received from garageowner Mr Denis Mahony.

Ms Owen told the Mahon tribunal today she "didn't remember" the payment to Mr Mahony when she was being interviewed by the Fine Gael inquiry in May 2000 as the inquiry was interested in "builders" and she didn't consider Mr Mahony a property developer.

The tribunal is currently investigating allegations by Mr Frank Dunlop that he bribed four Fianna Fail county councillors to secure the rezoning of Mr Mahony's land at Drumnigh, near Portmarnock in north county Dublin, in 1993.

Ms Owen recalled meeting Mr Mahony once in the run-up to the vote on the Drumnigh rezoning, when he came to lobby her. She said Mr Mahony gave her a political contribution during the 1991 local elections.

Ms Owen voted in favour of the Drumnigh rezoning in April 1993 which was passed by Dublin county council 28 votes to 11. There were 2,530 objections against the project. Planners were also opposed to the development.

Ms Owen agreed with Judge Gerald Keys that she voted "entirely" against the wishes of local people, contrary to the advice of planners and in favour of one individual who had lobbied her for the rezoning.

According to Ms Owen she did this because she thought the development was a good idea and not as a result of being lobbied.
