A look at the main recommendations of the
Report of the Commission to Inquire into Child Abuse
-A memorial to victims of abuse in institutions should be erected, bearing the words of the apology made by the taoiseach in 1999
-The lessons of the past should be learned. The State should admit its failures and take steps to avoid a repetition. Religious orders should examine how their ideals became debased by systemic abuse
-More counselling, education and family tracing services should be provided
-Childcare policy should be child-centred
-National childcare policy, and the provision of services, should be regularly reviewed
-Rules and regulations should be enforced, breaches reported and sanctions applied
-Proper supervision and inspections are essential, including unannounced inspections, objective national standards and follow-up of complaints
-The full personal records of children in care must be maintained
-Children First guidelines should be uniformly and consistently implemented throughout the State in dealing with allegations of abuse
