He now faces an estimated total costs of £300,000 between the High Court and Supreme Court proceedings.
Costs were awarded against the former Fianna Fáil TD in the Supreme Court this morning.
Lawlor is due to travel to New York tomorrow with his wife, where he will spend Christmas with his son and daughter-in-law, who is expecting a baby. He is expected to return to the country on December 28th.
Lawlor will begin his seven-day prison sentence on January 2nd after the Supreme Court last week dismissed his appeal against a High Court sentence for non-compliance with the Flood Tribunal. Lawlor had appealed that the sentence of a week in prison and a £5,000 fine was "inappropriate".
However, Chief Justice Mr Justice Ronan Keane deferred the start of Lawlor's jail sentence to allow him to go on holiday.
The sentence is the second given to Lawlor for his failure to comply with the tribunal. In January, he served a seven-day term in Mountjoy and was fined £10,000 for his non-compliance.
