GLASGOW - The British Labour Party yesterday abandoned its decision, taken just six days ago, to offer Scots a second referendum on devolution.

The move, the third major shift in devolution policy since June, was confirmed by the shadow Scottish secretary, Mr George Robertson, at a press conference in Glasgow.

He said the proposal for a second referendum, which emerged last Saturday at a meeting of Labour's Scottish executive, "clearly" had no support.
