DUBLIN - The German Chancellor, Dr Helmut Kohl, has served notice that he will push for a third Maastricht treaty if the present IGC negotiations do not result in a sufficient reform and strengthening of the EU. The Chancellor said that if there was insufficient progress there would be the need for an additional treaty before the EU was able to absorb new members from central Europe and the Mediterranean.
