An inquiry into Kenya's biggest graft scandal has recommended former President Daniel arap Moi be investigated further and said a minister should face criminal charges, a source said today.

These were the top findings in the long-awaited report into the 1990s billion-dollar "Goldenberg" scandal, which centred on state subsidies for bogus gold and diamond exports, the source added.
