The North's Independent Commission for Police Complaints has welcomed a decision by the RUC Chief Constable, Mr Ronnie Flanagan, to invite it to investigate an incident in which RUC officers opened fire on a stolen car at Ballykelly, Co, Derry. The decision by Mr Flanagan is seen as an indication of a new RUC willingness to have controversial incidents investigated by the commission.
