STRASBOURG The Spanish Prime Minister, Mr Felipe Gonzalez, yesterday ruled out peace talks with the Basque separatist organisation, ETA, before it laid down its arms. He denied ETA's claim he had made a formal offer of negotiations.
"Without an end to the violence there will be no dialogue," Mr Gonzalez told a press conference at the European Parliament, where he took part in a debate on Spain's six month Eli presidency.
