BRUSSELS - EU Fisheries Ministers late last night approved an Irish proposal for a satellite surveillance scheme to counter over-fishing. The monitoring, to begin July 1st, 1998, was passed after Italy, the Netherlands and Spain dropped their objections, leaving Denmark alone opposing an idea it branded "inquisitorial."
