Brussels - European Union Foreign Ministers Ireland's Brian Cowan, suggested there was "too much stick and not enough carrot"; Belgium said some sanctions were "counter-productive" and Denmark urged the EU to do more to impress the grassroots of Serbian society.

Several ministers, at a meeting in Brussels, said there was no point in impoverishing Serbia while President Slobodan Milosevic only seemed to get stronger and Serbia's democratic opposition remained chronically divided.
