Taoiseach Brian Cowen is expected to discuss public sector reform and the need for wage restraint when he addresses trade union delegates at Impact's biennial conference in Kilkenny.

The union's central executive yesterday passed a motion urging union negotiators involved in the latest round of national pay talks to call for fair and effective pay rises in line with inflation.

The union's three-day conference ends this evening after delegates debate a range of issues including public service  reform and workplace health and safety matters.

Ictu general secretary David Begg will also give an address.

Yesterday Impact general secretary Peter McLoone, a key negotiator in the current pay discussions, said that despite the challenges an agreement was possible but living standards must be maintained.

He also said the government must continue to invest in vital public services like health, education and housing to help bridge the gap between the rich and poor.

Impact is the country's largest public sector union and over 600 delegates are attending the gathering.

Most of the 58,000 Impact members work in hundreds of public service occupations, grades and professions in health, local government, education, the civil service, and voluntary and community organisations.
