Mr Ahern and the Polish Prime Minister, Mr Leszek Miller, said after a meeing in Dublin that a way forward to agreeing a constitution must be found.

At the meeting in Government Buildings this morning, both leaders discussed the various problems facing the Inter-Governmental Conference (IGC) which will discuss the constitution.

Mr Miller said Poland's position on vote weighting was close to the system that was agreed at Nice. "The Nice Treaty is fundamental to our position, " Mr Miller said.

Along with Spain, Poland blocked the adoption of a constitution in December by refusing to surrender voting rights that give them almost as much clout as much more populous countries like Germany and France.

The Taoiseach said there was a willingness on the part of all the EU partners to reach agreement

at the IGC, but, compromises would have to be found for an agreement to be reached.

"We have to seek an agreement to get a constitution. We have to try and find ways and means that satisfy everybody," said Mr Ahern.

"Our presidency is about trying to assist everybody with their various difficulties - and there are many - and to see if we can find a conclusive way of us all moving on.

"We do not believe delay is in anyone's interest."
