SAN FRANCISCO - Tens of thousands of people were still without power in California yesterday, a day after a huge blackout hit nine western states, affecting millions of people and causing traffic chaos.
Investigators focused one a brushfire on the California Oregon border as the likely culprit in the massive electricity outage, the second to hit the western US in six weeks.
