A lowest cost ethos threatens the quality of Ireland's built environment and runs the risk of repeating the Stardust fire disaster, according to Mr David Keane, president of the Royal Institute of the Architects of Ireland.

In his inaugural address last night, Mr Keane condemned the growing practice of competitive fee bidding, saying it was "one of the major threats to the art of architecture".
