BRUSSELS - Only 15 per cent of EU citizens are aware that the EU will launch an inter governmental review of its workings this week, according to an opinion poll released by the European Commission.
The result troubled EU leaders as they prepared to head, to for Turin for Friday's opening of the inter governmental conference (IGC).
