For and against: How the counties will vote

Ulster

Antrim: No official announcement but believed to be heavily in favour of retaining Rule 21. Ten delegates plus one CC member.

Armagh: Were heavily in favour of keeping Rule 21. Six delegates plus one.

Cavan: Intend to vote for the abolition of the rule. Six delegates plus one.

Derry: The first Ulster county to return a firm rejection of the proposal to delete the rule. Six delegates plus one.

Donegal: In favour of abolishing the rule. Six delegates plus one.

Down: The only county in the Six Counties to vote for the removal of the rule.

Fermanagh: Surprisingly voted to persist with the rule despite being regarded as being of moderate opinion. Five delegates plus one.

Monaghan: Seβn McCague's home county was always a safe vote, completing the U-turn by all the southern Ulster counties since 1998. Five delegates plus one.

Tyrone: No announcement but almost certain to vote for retention. Seven delegates plus one.

Connacht

Galway: Did not take vote but are expected to firmly support the end of the rule. Nine delegates plus one.

Leitrim: In favour of abolition. Four delegates plus one.

Mayo: Discussed the issue during the week and will vote for the deletion of the rule. Five delegates plus one.

Roscommon: Also for the removal of the rule. Five delegates plus one.

Sligo: Also for the motion. Five delegates plus one.

Leinster

Dublin: Came out early and in favour of McCague's initiative. Ten delegates plus one.

Carlow: Met on Thursday night and are believed to be in favour of the motion. Four delegates plus one.

Kildare: Firmly in favour of reform. Four delegates plus one.

Kilkenny: Pro-abolitionist. Four delegates plus one.

Laois: Did not discuss the issue but intend voting for the motion. Nine delegates plus one.

Louth: The border county met last week and was in favour of finishing the rule. Five delegates plus one.

Longford: Another county that returned its "yes" vote early. Five delegates plus one.

Meath: Voted in favour of abolishing the rule.

Offaly: No announcement but understood to favour the general southern consensus. Eight delegates plus one.

Westmeath: Are believed to be in favour of the motion. Five delegates plus one.

Wexford: Obeyed Croke Park's request not to reveal the vote but understood to be in favour of the motion. Ten delegates plus one.

Wicklow: Also for the end of Rule 21. Seven delegates plus one.

Munster

Cork: The crucial southern county in that it previously sympathised with the rule. Declined to reveal decision but known to have reversed its 1998 stance and will vote for reform. Ten delegates plus one.

Clare: Also were keenly in favour of ending the rule. Nine delegates plus one.

Kerry: Did not reveal decision. Should vote in favour. Nine delegates plus one.

Limerick: Another county with substantial votes that will back McCague. Ten delegates plus one.

Tipperary: Also for the deletion of the rule. Ten delegates plus one.

Waterford: Complete a clean sweep of support in Munster. Six delegates plus one.

Others

VEC members: 4.

Former GAA presidents: 10.

British delegation: 30-37 members, not all of whom will travel.

NYC delegation: 12-24 members, again unlikely to reach full attendance.

NOTE: Each county has a given number of delegates and a Central Council member who is not bound by the county mandate.
