London - Proposals to create two new southern hemisphere whale sanctuaries were rejected yesterday for a second time at the International Whaling Commission's annual meeting. The proposals for a South Pacific and a South Atlantic sanctuary, both rejected last year, failed again to achieve the necessary three-quarters majority of the 37 countries with voting rights.
