Cairo - Somali warlords were set to announce an historic agreement here yesterday to set up a federal state and a three-year transitional government, ending six years of civil war.

The Cairo Declaration wraps up 41 days of discussions between the 26-faction Somali National Salvation Council, including Ali Mahdi Mohammad of the Somali Salvation Alliance, and warlord Hussein Mohammad Aidid of the United Somali Congress and Somali National Alliance.
