Washington - President Clinton certified to Congress yesterday that Mexico and Colombia were co-operating in the fight against illegal drugs, sparing them from US sanctions, the State Department said.

The State Department said Mr Clinton had put Nigeria, which was last year on the non-certified list, on the list of co-operating countries but only because such a decision was in the US national interests.
