The Irish Medical Organisation proposals include:

Private finance initiative to develop a Primary Care Centre Network;

Immediate funding to expand "step down" facilities in 70 community hospitals across the State;

Create acute dedicated clinics for rapid access to consultant opinion;

Immediate funding for locum consultant appointments pending implementation of Health Strategy proposals;

All hospitals to have emergency operating theatres staffed on a 24-hour-a-day basis.
