Madrid - Spain may bring criminal proceedings following the huge toxic waste spill which is threatening the country's Donana national park, the Environment Minister, Ms Isabel Tocino, said yesterday.
"An ecological crime could be behind the accident," Ms Tocino said following a meeting of ministers. However, the environment minister, who has come under fire for failing to address the disaster, added that it was up to the judge to decide.
