The Small Firms' Association finds the plan "imaginative and ambitious".
SFA director Mr Pat Delaney cautioned, however, that "unless the forthcoming Planning Bill, Cabinet committee on infrastructure, local authorities and the regional assemblies show the necessary resolve, then the plan will not be deliverable".
