Following the release of 443 paramilitary prisoners since 1998 under the early-release scheme, the North now has, proportionally, the smallest prison population in the UK. In 1999, Northern Ireland had a rate of 70 prisoners per 100,000 population compared to 125 in England and Wales and 120 in Scotland, according to figures issued yesterday by the Northern Ireland Information Service.
