Canberra - Australia's Prime Minister John Howard has told Aboriginal leaders his government could not say sorry for past injustices, threatening a nine-year process of black-white reconciliation.

The conservative leader formally rejected key elements of a declaration to be publicly presented at a major reconciliation ceremony in Sydney on May 27th, including an apology for the past mistreatment of Aborigines.
