Moscow - The city of Moscow has denied permission to a group of right-wing nationalists to hold a congress in the Russian capital, the mayor's press service said yesterday. Mayor Yuri Luzhkov, a likely frontrunner in Russia's presidential election due in 2000, said a gathering by the Russia's National Unity group led by the ultra-nationalist, Mr Alexander Barkashov, "cannot and will not take place in Moscow".
