Residents failed yesterday to stop temporary bar facilities at the first of a series of open-air concerts in Dublin's Smithfield Market Square. The event is being sponsored by Heineken and only beer will be sold.

Judge Timothy Lucey, who granted an occasional drinks licence for the first two concerts on May 4th and 5th, criticised Dublin Corporation for giving the concert promoters permission to use the square. The corporation had failed to put in writing the conditions under which the concerts would be held and to allay residents' fears.

About 14,500 people are expected to attend over the two nights. More than 100 gardai will be on duty.
