ARUSHA The International Criminal Tribunal for Rwanda starts its second trial today when the former Hutu militia leader, Mr Georges Rutaganda, faces charges of genocide and crimes against humanity.

Mr Rutaganda, 39 and a Rwandan Hutu, was vice president of the extremist Interahamwe militia held responsible for massacres during the 1994 genocide of an estimated 800,000 ethnic Tutsis and politically moderate Hut us.
