London - The UK government was last night "considering its options", after peers threw out - for a second time - plans which restrict voter choice in next year's Euro elections.

The move by 221 votes in favour to 145 against came after a heated debate over government plans to introduce a closed list system of proportional representation, under which electors vote for a party list only.
