The National Council of Free Legal Advice Centres (FLAC) has elected Ms Siobhan Phelan as its new chairwoman. A law graduate of Trinity College Dublin, Ms Phelan has carried out postgraduate research on legal aid and now practises at the Bar. A director of FLAC since 1992, she replaces Ms Iseult O'Malley, who has served as chairwoman for the past six years.
