Valparaiso - Fist fights and shoving matches broke out on the floor of the Chilean Congress ahead of President Eduardo Frei's annual address to lawmakers.
The incidents began when members of right-wing opposition parties unfurled a banner protesting at the continued detention in Britain of the former dictator, Gen Augusto Pinochet.
