France are reigning champions and feature a host of familiar faces, led by Arsenal striker Thierry Henry, and start as one of the pre-tournament favourites.
England have only faced Croatia once before, back in 1996 when a friendly at Wembley ended goalless while in 1998 Glenn Hoddle's side drew 1-1 with Switzerland in Berne.
England last played France three years ago when the then world champions were held to a 1-1 draw in Paris.
Henry is expected to be a key player for the French and he is likely to come face to face with Gunners club-mate Sol Campbell, who will be charged with shackling the striker.
Elsewhere in the draw Holland, Germany and the Czech Republic have been drawn together, along with little Latvia, in Group D with one of the top sides in European football to be eliminated at the first hurdle.
Neighbours Portugal and Spain meet in Group A, along with Greece and Russia. Italy will be confident of progress after being paired with Bulgaria, Denmark and Sweden in Group C.
