Moscow - The Chechen President, Mr Aslan Maskhadov, has declared a state of emergency and an eight-hour nightly curfew in the separatist Russian republic from Wednesday until July 15th, a parliamentary spokesman said yesterday. A spokesman said Mr Maskhadov held lengthy discussions with Chechen members of parliament who agreed to the measures.
