London - The British government yesterday took its first step away from universal state pension provision when it sharply increased welfare support for the poorest people in retirement.

The increases were welcomed by charities. However, the move was criticised by Baroness Castle, the veteran Labour campaigner for higher pensions across the board, who said the government had rejected better pensions "as of right" in favour of more means-testing.
