THE Strategic Management Initiative was launched by the then Taoiseach, Mr Albert Reynolds, in February 1994. Its aim is to make each Government department examine its, operation and decide what changes are needed to improve, efficiency and meet the objectives of the Government.
As part of this process, each department has been asked to produce a statement of strategy, to be published by the end of 1996. A committee of secretaries of departments was also set up to oversee the progress of the initiative. This group will shortly report to the Government, setting out proposals for a programme of reform and renewal in the public service.
The Oireachtas Committee of Finance and General Affairs, chaired by Mr Jim Mitchell, organised a two day discussion on the initiative yesterday and today. Today's speakers will include the Progressive Democrats leader, Ms Mary Harney; delegations from the Association of Higher Civil Servants, IBEC and the Civil and Public Service Union; and the former Secretary of the Department of Finance, Mr Sean Cromien.
The closing address will be given by the Minister of State at the Departments of the Taoiseach and Finance, Ms Avril Doyle, who is responsible for overseeing the initiative.
