Madras - A blast in an explosives factory in southern India killed at least 28 people yesterday and injuring many workers.

Chief Minister Jayaram Jayalalitha said explosives at the state-owned Tamilnadu Industrial Explosives Ltd could have been ignited accidentally.

Television news said police suspected several safety regulation violations at the factory, and had ruled out sabotage.

It said bodies were still trapped in the debris of the building and efforts by fire fighters to remove them were slowed by fears that live explosives could be lying around the building.
