One of the first proposals for the implementation of a truly inclusive information society will be outlined at a Dublin seminar on March 31st.

Developed by ITV producer and author, Mr Wingham Rowan, the proposal would allow anyone, including individuals, small businesses and large corporations, to sell anything, at any time, in a secure environment, with fractional transaction costs. So-called Guaranteed Electronic Markets (GEMS) aspire to opening up the benefits of the Internet to all.

The proposal will be presented at a seminar in the Davenport Hotel in Dublin, organised by the Pathfinder Project under the title "Two themes for the 21st century". The second theme will be electronic public services, and it will be addressed by Prof Jane Grimson of Trinity College.

The Pathfinder Project aims to explore how the potential of information technology can be more effectively utilised for social and economic progress.
