Qualifying procedure

If Ireland and Belgium finish level after the two-leg play-off, the winner will be determined by away goals.

If the sides are still deadlocked, the golden goal rule will apply. If neither team has scored after 30 minutes' play, penalties will decide who goes through to the finals.
