The annual debate on full or three-quarter handicaps in fourball competitions will be raised again when the annual general meeting of the Leinster Branch GUI takes place at Westmanstown Sports Centre tomorrow. The motion proposed by Lucan and The Heath proposes that full handicaps be used in all fourball competitions. This motion has been debated on a number of occasions in recent years but has lost in Leinster on each occasion.

Among the motions proposed by Ballinascorney is one on owner/proprietor clubs which is sure to be watched with interest from the other provinces. The motion reads "a club shall not be entitled to membership if an owner of a proprietary facility or a limited company formed by or on behalf of such owner of the lands on which the course or links has been constructed, exercises any control over the affairs of the club contrary to the provisions of these Rules, or occupies a position as an elected officer of the club in any capacity, whether executive or non-executive."

All the outgoing officers and council members will be returned unopposed. The provincial council is proposing an increase in the levy from £2.50 to £3.
