Sir, - I am one of those under obligation to take the new driver's theory test, having only just acquired my first provisional licence. I have no objection to the test; in fact I believe it is an excellent idea and I'm sure that learning the theory behind road safety can only enhance my driving. However, there are two things relating to this new scheme that I cannot comprehend.

Firstly, why is it that only those applying now for a first provisional licence must take the test? The Minister claims that testing all current provisional drivers would cause an immense backlog. Surely the theory test could be administered at the same time as the practical test, which those on a first, second, or third provisional are required to take it in any case once their licence expires? There are evidently so many drivers on our roads who would benefit from knowing (and acting on) the kind of information contained in the study book.

Secondly, I was furious to discover that, having paid my £25.20 to do the test, the only way I can revise for it is to buy the CD-rom or book of questions at the further cost £15. It seems excessive to have to pay so much for something that (with any luck) I will need for only one occasion. Could the Government not ensure that libraries have copies of the study manual which could be borrowed, or that it be made available on-line for those of us who do not plan to sit the test more than once? - Yours, etc.,
