Sir, - Perhaps East Timor will give pause to the righteous who extol the purity of an ineffectual UN mandate over the effective but (in their dated eyes) tainted PfP. The UN similarly stood idly by while Bosnians were being massacred in "safe havens" into which they had been lured by the cardboard UN mandate. Rwanda does not bear thinking about in terms of UN pusillanimity.
