Sir, - On the bumpy question of car road tax, I wish to make the following observations. First the tax is regressive in that those who cannot afford to pay a full year's tax in one lump sum are asked to pay a higher annual tax as a result.
Second: if one does not use the car for months at a time, having already paid tax for the period, there appears to be no way of establishing a credit for that period against a future period.
Third: a fair tax would be based on a combination of mileage per year and on the car's cubic capacity. Taxation solely on the latter is ludicrous where technology can allow a thunderously huge car to be propelled by a relatively small engine tweaked with turbo chargers. - Yours, etc.,
