Its scale, bulk, mass and campus-style layout would be an inappropriate urban form of development for Dublin.

It would fail to integrate with the pattern of development in the city.

It would materially contravene the provisions of the current development plan for the area.

Some buildings would be visually obtrusive above the roof of Holles Street hospital viewed from Fitzwilliam Street, which is in a conservation area.

It would be premature:

Pending the determination of the alignment of a cross-river rail-link to the east of the existing Loop Line, following an evaluation from a feasibility and cost perspective as required by the National Development Plan and the Strategic Planning Guidelines for the Greater Dublin Area.

Pending the resolution of the role of the proposed Spencer Dock Station in the context of the overall transportation framework for Dublin city and region.

The number of car-parking spaces is excessive, and excessive traffic generation and car use would create serious traffic congestion on the road network in the area.

It would excessively overshadow, overlook and cause loss of daylight to existing houses on Mayor Street, New Wapping Street and Abercorn Road.

The final phase of the development would be substandard and would seriously injure the amenities of property in the vicinity and of future residents.
