The Pope has appointed Mgr Michael Courtney, of the Clonfert diocese, is to be the Vatican observer to the Council of Europe in Strasbourg. Mgr Courtney served with the Vatican diplomatic in India and Nepal, the Yugoslavia, Cuba and Egypt, where he is counsellor at apostolic nunciature in Cairo.
