The Chartered Institute of Transport in Ireland says that if there are any further delays in deciding the future of Luas, the proposed light rail system for Dublin, traffic in the city "will grind to a halt".

The chief executive of the institute, Mr Paul Mahony, said yesterday that Luas "is in danger of being talked to death. A decision has been taken by the Dublin Transport Initiative and it should be followed through."
