A SPIRIT of co-operation would have to be shown by all parties in the new Bosnian central government, the European Commission said yesterday.
In a statement to the European Parliament on last week's elections there, the Commission said the EU had sent an observer group. One of the main difficulties, it discovered, was that some refugees were unable to return to their places of origin to cast their vote.
The group also reported there was neither freedom of movement nor of information, with opposition parties denied access to television.
Up to 20 per cent of voters were not registered and some Muslims were afraid to cross borders. The location of voting also proved emotive in some cases, with some polling, stations near graveyards, "killing walls" or minefields.
The observers stressed that peacekeepers must be allowed to do their work and that war criminals must be arrested and brought to trial as soon as possible.
