Rome - An Italian referendum called to scrap proportional representation was declared void on early this morning after final returns showed the necessary quorum of 50 per cent plus one vote had not been reached.

Interior Ministry figures showed only 49.6 per cent of eligible voters turned out in yesterday's referendum, effectively killing the ballot.
