Seoul - President Kim Dae-Jung of South Korea warned yesterday that Pyongyang's refusal to open a suspect bunker to nuclear inspectors would spark a "grave situation" and prompt US-Seoul "counter-measures."
But Mr Kim vowed at the same time to pursue his policy of peaceful economic and cultural engagement with the North, saying the Stalinst state must be prodded towards reform and openness to avoid further conflicts.
Mr Kim and President Clinton warned after their summit here on Saturday they would not tolerate weapons proliferation by Pyongyang, demanding that it allow unconditional access to the underground complex.
