BUDAPEST - Mr Carl Bildt, the major powers' representative in Bosnia, said yesterday that the self proclaimed Bosnian Serb "president", Dr Radovan Karadzic was not necessarily in charge despite his recent increased public profile.

"Karadzic is back in the public limelight but it remains to be seen if he is in charge or is just giving the appearance," Mr Bildt said in Budapest after talks with the Hungarian Foreign Minister, Mr Laszlo Kovacs.
