Free drugs were being provided by senior criminals to turn young prisoners into dependent junkies, Judge Cyril Kelly said when he jailed a drug dealer yesterday. The judge said he would review the four and a half year sentence he imposed on William Dowling (25) of Fitzgibbon Court, Dublin, next June. Dowling had £1,800 worth of heroin when he was arrested at St Joseph's Mansions on May 15th, 1995.

Judge Kelly told Dublin Circuit Criminal Court that older criminals were offering free drugs in prisons to young convicts so as to have them "at their beck and call" when they were released.
