Paris - Germany's latest proposals for reforming the EU are not as federalist as they seem and would reverse integration on core issues such as agriculture and regional funds, France's Foreign Minister said yesterday. The debate must focus as much on which policies Europe should implement as on the structure of the EU as it takes in new members, Mr Hubert Vedrine, said.
